The Iraqi government has given ATAA Alyasameen Company for Trading & General Contracting Ltd. a contract worth IQD 950,592,000 under the Emergency Operation for Development Project (P155732) in an effort to revitalise the country's agricultural infrastructure. The agreement, which was made public on September 16, 2025, calls for the reconstruction of a five-ton-per-hour seed processing facility at the Atshana Research Station in the Kirkuk Governorate.

Under the reference W-1-KIR, a Request for Bids (RFB) process was used to tender the project, which was funded by the International Bank for Reconstruction and Development (IBRD Loan No. 87930). The project will be completed in 180 days by the awarded company, ATAA Alyasameen Company, with an emphasis on rebuilding essential
agricultural infrastructure to increase local seed production and guarantee food security.
In order to support Iraq's post-conflict reconstruction efforts and bolster agricultural self-reliance, the new facility will have upgraded seed cleaning, grading, and packaging systems. The project is a component of Iraq's larger effort to improve its agricultural value chain, repair damaged property, and develop long-term economic prospects in rural areas.

Several other local businesses took part in the competitive bidding process, but ATAA Alyasameen Company won the contract with an assessed and signed bid of IQD 950.6 million. Aqsa Al-Madeena Al-Handasia Co. made an offer of IQD 884.8 million, while Sultan Al-Rihab Company for Contracting and Agricultural Investment made the lowest evaluated bid of IQD 850 million. However, ATAA Alyasameen was found to be the most compliant and responsive bidder following technical and commercial evaluations. Rafif Al-Bayraq Co., a different participant, was assessed at a substantially higher bid of IQD 230.4 billion, suggesting potential disqualification or submission errors.
