- This is a UNESCO Invitation to Bid (ITB) for the enhancement and paving of the Southern Ramp at Erbil Citadel, inviting qualified contractors to submit bids by 15 February 2026, in accordance with the provided technical, financial, and contractual requirements.Key Instructions for Bidders: Bids must be submitted electronically in English by 15 February 2026, 18:00 Baghdad Time to: baghdad.proc@unesco.org Bidders must meet eligibility and qualification criteria, including prior experience, financial capability, personnel qualifications, and availability of essential equipment. Bidders are required to participate in a site visit on 08 February 2026, followed by a clarification meeting. The bid currency is Iraqi Dinar (IQD). Partial bids and alternative bids are not allowed. The contract duration is two months from the notice to proceed. Payment is milestone-based upon completion of works, subject to certification by UNESCO supervision. Evaluation and Award: Bids will be evaluated on compliance with technical specifications, scope of work, timelines, experience, and capacity. The contract will be awarded to the lowest-priced, technically qualified and compliant bidder. UNESCO reserves the right to accept or reject bids, amend requirements, and negotiate before awarding the contract.
